Looking at potentially getting a frame built up with the intention of using most of the parts off my normal road bike.

Can the Tiagra STI levers simply be taken from my road bike and connected to some disk brakes such as bb7's or is there something I'm missing?

All gearing will obviously transfer over and this would mean the only things I need to buy are disc wheels, and disc callipers.

yes. but you will need road brakes. ie road bb7s not mtb bb7s. trp spyres not spykes.

MTB/ road pull is different

As tt says above,MTB cable disc brakes don't work with STI.

Yep, already aware of that, just wanted to clarify that there was nothing else needed if using road disc brakes with the current sti's

Also be aware that some of the newer Shimano road brakes have a different pull ratio.

I'm not sure of the details, but could make "normal" road disc callipers feel a bit wooden if you have the latest Tiagra. May (and absolutely don't quote me on this) even be a similar leverage ratio to V brake levers.

Mine are from a RT-58 from 2014 so how new are we talking?
