Sorry for apologizing, but it comes naturally.
I have a small conundrum, I have donated some wheels to my wife's bike, and I have acquired some juicy 3s for her bike. I want to use the wheels in the claggy winter mess, and want to carry on using 183mm Hope rotors.
Are there adapters to make 183's fit?
To make 183s fit what? Does her bike have 160mm rotors?
You can adaptors to go up from 160s to 180/3s or 203s if that's what you're asking. Some front forks will only take 180mm rotors as minimum.

Are all calipers set at the same depth, as in the post mount vs the piston and brake pad contact to disk depth. If you get what I mean
you are not really making it very clear.
Its all pretty standard. You should be able to get an adapter to fit. Occasionally you need to space the adapter out with a couple of washers and some chunkier adapters can need a little filing off but this is rare

1st i'd be very surprised if the disks were 183, They'll probably be 180..
You need to sort out whether you need post-post mount, or Is-post or IS-IS
Any make of adapter should work, but you will need the right size and make sure it goes on the right way up.. they do have a top!
you shouldn't have a problem using Hope disks with Avid brakes
Adapters are also front and rear specific. Are both disks the same size??
A trip to the LBS might be in order.. they will know what you mean, and may even have what you need in stock!
183 is based upon needing 183s, as I have 2 bikes with 183's.

Just use spacers/washers for the extra 3mm.
I am very surprised, really didn't know disks came in 183mm flavor...
Hope adapters will be the way forward!
