Apologies for the sun link but this popped up on my news feed.
Even the rabid anti cycling brigade are questioning this ridiculous desicion in the comments section. I have literally never read anything so stupid.
Now..I'm off to jump out in front of the local chain gang in a bid to pay off my mortgage

yep always too blame, crazy driver came flying up to a junction and pulled straight out without looking, almost hit a parked car on the opposite side of the road nearly wiping me out. Shouted "slow down at me" out of his window.
