Good afternoon.
I am looking for a good cycling jacket to protect me from the elements. Willing to pay something in the region of about £60

Depending on exactly what you want, I like the Planet-X Magma which is currently half of your budget. reasonably warm, add a thermal base layer when it's really cold, not waterproof but does the job and quite flexible in its usage. Bear in mind it's a roadie/European fit, I'm medium in most of the PX kit and needed an XL.

For that sort of budget, for mountain biking i'd look at the Decathlon hiking range. I've got a great jacket from there....

Bought my son a softshell, really nicely made jacket. Biketart were really quick too.

I have a Roam waterproof. Nice jacket, quite warm, not the smallest pack size so tend to wear it on days I'm unlikely to need remove it. Worth the 50 quid it is on Biketart.

Which elements? Rain, wind or cold

Are you wearing it for road, MTB, pootling or general use?

Look for a Keela Saxon jacket, depending on your size you should be able to get one on ebay or amazon for around £60. They get decent reviews for an MTB and allround multisport waterproof.

PX Hydrosphere for good rain protection, or if you can find any these days, Altura Peleton Transformer for ok rain protection and decent wind/cold protection.

I’m also interested in the Madison waterproof but unsure of sizing, I’m 5,9 medium build. Would recommend medium or large

My boy is 5'7 and medium build, the medium was a good fit, small amount of growing room.
