Whats the best way to cut down some carbon bars?

half from each end, not all off from one end.

I'd take out a bit from the middle so the grips & levers can still fit properly

A hacksaw with a blade made for cutting carbon or get you LBS to do it for you.

Fine-bladed hacksaw or Dremel. Watch out for the dust, if you're paranoid that way.

Use a new blade with 32tpi. This is all your LBS will do.

As phil says, just do 10mm at a time and try out though.
