Can the bearings in this pedal be refurbished? Is there a kit? Or not possible?

Yes. That is a candy & they sell a rebuild kit (or used to)

I was under the impression that some candy's could be rebuilt and some couldn't?

Metal Candy's can.
Plastic Candy's can't.
