Can anyone recommend a frame builder / bike shop that could do a proper cold setting job? Considering 120mm to 135mm so might / probably? need chainstay and seatstay bridges chainging too.

What's a "proper" job? It's just bending, seriously, do it yourself. If the bridges need changed you'll find out soon enough (they won't) and won't have lost any money.
I found this out when discussing it with my LBS boss 20+ years ago, I was pulling in an mtb frame. He asked me to bring it out and then stood on the rear triangle.
It worked.
