I've bought a set of forks secondhand that have a mark about 5cm's long on the stanchions, it's a bit like the mark you'd get if something rubbery was dragged across the stanchions.
I can feel it under my nail and it won't come off when rubbed with my finger or gently picked at with my fingernail, it feels like it's on top of the stanchion rather than a mark "in" the stanchion.
How do I clean the stanchions effectively without causing damage? Isopropyl Alcohol, Fork Juice, hot soapy water, cold soapy water, brillo pad?

angle grinder and a very light touch?
If it is tar or bitchumin(sp) try a bit of butter.
failing that a bit of acetone/nail polish remover.

Really, surely that won't wreck the stanchions?
The lowers or the sliders?
If it is a painted finish you can wipe acetone over it quickly and it will not do it any harm just don't hold it there. Keep away from plastics obviously.
The stanchions are just alloy it will not hurt them, don't use to much that it runs down on to your wipers/seals.
EDIT: do the stanchions have a clearcoat type finish on them? acetone would still work just don't linger with it.
Try a bit of Tcut.
A light rub with some TCut, toothpaste or Brasso maybe abrasive enough to remove and polish but not too harsh to damage
Monogramman - They're Bos Deville's so just standard stanchions as far as I'm aware.
I would try isopropyl alchol first, but then i have some in the garage
