I have white bar tape, is there a wonder-solution that I can use to make the tape look nice and shiny again?
also, is the tape used to secure the ends special tape or can I just use electrician's tape?

You can use PVC tape, or wrap it the other way from stem end to drop end, so the tape is all held by the bar bung. I find the tape tends to lift wrapped in this direction though, so still use a bit of lecky tape.

If water, washing up liquid & a good scrub won't bring it back up clean, its only about £7 for some more brand new tape ...

I accidentally found gt85 got white bar tape clean quite nicely. White is a pretty impractical colour for it though I realised.

Electrical tape works better than those tape strips you get with the bar tape imo.

thanks, not willing to buy new bar tape yet, it's hardly worn at all.
I like the idea of the GT85 solution - maybe that, then a bit of soap.

Baby wipes work well on my Fizik Microtex tape. In fact they are very effective for lots of bike cleaning jobs.
