I am guessing this [the shape] has some kind of marginal aero gain vs running a shorter steerer tube or higher stem?

'BITD' was only last year wasn't it?

Isn't the rule now that any product used on a UCI sanctioned bike (not just frames) has to be available to buy in the shops within a year?
Hence if you want "riser-drop bars" you have to buy the lurid, aero track weapon they're attached to...

Each to their own.
