No idea about cheapest but have a look at Lusso repel or max repel for quality/value.

they say "water repellant" though as opposed to waterproof

Waterproof to me means your going to sweat loads in them and end up wet on the inside anyway, IMO water repellant with windproof panels and a good roubaix material do the trick

not with stealth ones you wont but there must be cheaper

I still reckon Endura Stealth is about as good as you get.

The latest Pearl Izumi AmFibs have stirrups to keep the tights from riding up, and built in gators to stop water running into your socks/boots.

Waterproof fabric, but without taped seams to increase breathability and freedom of movement.

Not cheap, but very good.

OMM kamleika pants work well, bodge a foot stirup to stop them riding up
