Our constabulary uses black gore tex overtrousers. May be worth a looksee on fleabay to see if there are any about.

I bought some last winter that are black, think they are police issue.
Were £20 / £25 on ebay they are the same as this i think

Start cycles sometimes have Scott goretex shorts for about 40 to 50 iirc.

I got a pair the same as those black goretex jobbies in RAF blue (brand new) for £12 from a local market army surplus stall, ive seen them In a few surplus shops for a little more.

mine are Ace Ton, a good bit lighter than the camo ones too, saves on wet knackers over the winter and all for only £15, 😆
