So non biking colleague has asked for a recommendation for a bike.

Just for general leisure use and maybe pop to the shops, nothing fancy.  He certainly isn't going to be getting excited and in to 'biking' whatever the sort, so just a bike.

I think a rigid or maybe HT MTB would do.  Budget absolutely no more than £400, particularly as the ebay special he sent me to look at was £220 or so.

Do you have a recykabike or similar nearby? I was in the Bridge of Allan one yesterday and it is rammed with rigid, £75 mtb's, that for a further £25 they will whack some guards on. They even have a BMW full susser for £400...

We have £120 Specialized Sirrus Hybrid from there, it has done a couple of years of paper round and some day tours with no problems.

I'd just go for a Halfords hybrid, given the usage and budget. If you don't think he's likely to get into it as a hobby I don't see any reason to spend more.

Halfords for a Carrera then probably. Usually ok spec for the money and more than up to what they need. Whilst lbs support would be good for a beginner I doubt most of the main brands will be that good at £200-£300.
