Looking for the charger for my cheap Chinese lights (the four cell single LED one). I've got a drawer full of various plugs and power supplies. The only likely candidate I've found so far is 12v 1A supply. Is that likely to be it?

No.
7.4v is far far more likely.
#Edit but it depends on the individual unit.
