Is it to be worn over a base layer instead of a cycling shirt or is it a jacket to go over your cycling shirt?

Whatever you want, I wear it on its own or with a base layer, depends on the temp.

If you ride in the rain its ace. But if your a fair weather rider check out the perfecto. It has a breathable back. I found the gabba waterproof front and back too hot. Perfecto has gabba front breathable back. Comes in long and short sleeve.
