I was looking at some pictures of carbon road wheels and it appears the rims or braking surface is also carbon, is this correct?
How does this affect braking? What's the lifespan like if the carbon is used as a brake surface?

Could be carbon, yes - you'll need carbon-specific pads to get any bite. No idea about life as not used myself, but the smell after hard braking is distinctive.....
