Lower cup on the smoothie finally gave up so I ordered a Hope lower cup traditional step down which arrived with the low stack option instead of standard. Am running straight 1"1/8" revs on an 18" frame - am I correct in thinking this set up would only be an issue on a 16" frame?

no the issue is tapered forks on the 16" frame. But yes - no problem regards to fitting.
But it my mess up the geometry bit as it is supposed to have an external lower cup.
