The road in question has a 40mph speed limit. It has two lanes in each direction (no central reservation or barrier) and is lit. It always has a number of parked cars along most of its length.

Highway Code rule 249 says

All vehicles MUST display parking lights when parked on a road or a lay-by on a road with a speed limit greater than 30 mph (48 km/h).
[Law RVLR reg 24]

None of the parked cars ever have their parking lights on.

What would happen if a concerned member of the public complained to the Police about this?

FWIW, last winter a cyclist died on this road. The accident involved a lorry and a parked car. I never heard what the final "verdict" was regarding the cause.

Sounds like it warrants reporting

How many cars actually have parking lights??? If it's a legal requirement then surely cars must be sold with them?

And yet if you were to be ticketed for the same offence you'd wonder why the police weren't chasing "real criminals".

Just saying like.

Remember that next time you stop in a lay-by for a widdle.

Are we talking about lights that stay on after you've stopped the engine? Can't say either of my cars has those. I've noticed them on Mercs and other big german cars.

BB park up with the indicator on and remove keys. parking light should now be on. Most will give an audible warning of this.

Every day's a school day! I thought that was just a feature on fancy cars. I shall investigate tonight.

Some cars require you to push in a little button as you turn the ignition key to get it to a specific position.
