That is indeed a WeeRide mount - I have one on my gnarly 150mn hardtail at the moment, clamped between the bit of the 185mm dropper that doesn’t move and the external cup of the -2 deg headset!
Clearly it wants to be a gate like it's bigger brother there
I assumed weeksy meant the mudguard which I guess reduces spray from passing vehicles and the handlebars that look to be about 3' wide.

it’s an old fashioned low profile, if you’re asking about the small front wheel and forward slope of the top tube.
It's a very clever weight adding device
I have one on my cargo bike to make it even heavier, and for bonus points I can add the WeeRide child seat and my daughter on top of that!
For extra fun it also makes pedalling harder
But cycling with kids is ace!
That top tube thing is a mount for a child seat.
The bike also looks to be a Dixie with a flip/flop hub (sprocket either side of hub), and a trailer hitch for a Thule Chariot. Also a Schwalbe Marathon Plus on the rear
Whoever rides that fully loaded with kids must have huge legs/glutes and massive balls, the giant saddle is probably related.
