I'm in and out of Asia frequently with work and was wondering if there is anyway, while in Taiwan, to buy a bike/frame direct from the manufacturer before it gets exported?

You could contact these people who sold their frames on Ebay and also made the Airborne frames

OK, I'll check it out. I rarely go to Taiwan, but simply mentioned that country as majority of bike manufacturers build their frames there. With currency fluctuations due to the credit crunch, Hong Kong prices are quite steep, no bargain here.
