Was the bottom bracket shell full of water?

No, just a thin layer of grease (it's in a Phil Woods EBB).
EDIT: just noticed in fact that the BB shell is cracked all the way around - it's now split into two separate halves.

Must have got in past the seals and rusted out then, not seen that before
