If the Old Bill are so obsessed with stats and figures, why the **** dont they simply do regular "sting" operations?

All they need is a beat-up old van with hidden CID watching "their" own bike placed wherever they think is a bike theft hot-spot.

They clearly dont take bike theft seriously

It's an absolute no-brainer, maybe thats why the Police haven't realised the opportunity staring them in the face... they could hardly be accused of "agent provocateur" could they?
