As per the title, one of the bolts for the bottle cage is just turning. Any suggestions on how I can remove it with my limited bike tools or is it one for the lbs?

Sounds like the rivnut has come loose. If you get the bolt out the nut may fall into the frame then rattle forever.

You need to push it out. Drill a hole opposite and poke it out the other way.
😉
Failing that, Araldite/glue gun an Allen key into it then carefully pull and unscrew.

Cut bolt. Drill rivnut. Fit new one.
