I'm going to be using a non boost wheel in an boost fork so will be using adapters.

Are the axle spacers available on their own from anywhere (without the disc spacer)?

They'll live under my stem cap for the inevitable first time I take the wheel out and lose them in the bushes.

Shrink wrap or glue the spacers to the hub? I tape the rear spacers on, not fallen off yet.

Any* 2 spacer kit should be fine and cheap off ebay, just use both on one side and ditch the disc spacer if you're redishing.

*Maybe not any but most

My original post isn't very clear, I was wanting to buy just the axle spacers to keep as a spaRe pair. I've already bought a set including a disc spacer which I'll be using.

Not redishing on the front.
