A mate of mine regularly used just a bungee + rope when his son (about 4) was not very strong. He managed some very long rides (firetrack stuff). I dabbled once with the same with my daughter was about five, but only once or twice. It worked, but like you say, does have it's drawbacks. The going slack thing mostly.
One which reels back in like this would be a lot better. Hey, think out of the box a bit!

I'd rather have it clipped round the head tube so it didn't tend to pull the bars sideways.

More enjoyable than rding tandem? Nah, I don't think so! Can see the benefit for adventure racers, though, but $300 is a bit steep.

having worked as a bike guide can see the advantage of this.

once had to drag a kid halfway up a mountain with the aid of an inner tube clipped to my backpack and him holding on.

I've seen people use similar things in adventure races, normally home made though.

Often seen in mixed ability/sex teams in Polaris, Adventure Racing etc, usual solution is a length of bungee cord with a 8ft length of plastic pipe to stop the cord falling into the wheel if the one behind catches up. Not sure if they are legal these days.

Yeah, but we've already come up with our own solutions which are rather cheaper than that. Going slack solved by having a solid rod to hold the bungee clear of the rear wheel when not in tension - also makes it possible for the towee to pick up whilst riding. I've also always used a top tube hook which doesn't affect the steering of the towee and is also quick to engage/release. Actually, make that cheaper and better.
