Highest RELIABLE capacity?

The AW batteries are widely regarded as being if not the best, very good.

Panasonics are considered the best 18650 cells, the XTAR use these cells but put a protection circuit on them to protect against over charging and discharging. I have the Panasonic cells and have discharged and then charged to check the capacity and it is spot on.
