Look at the steering wheel.....
i'm guessing here but i think they are pointing out that there is a driver reading, what looks like, a kindle or map whilst about the go past a cyclist.

If I'm stuck behind a cyclist and a man with a thousand ladders, I'd want something to read too...
I think he's never encountered a cylist before so he's reached over to the glovebox and removed his printed copy of the Highway Code in order to ascertain the safest way to overtake.
My goodness, that is a lot of ladders!

He's obviously playing 'Spot the bike' and he's ticking off the road going bag of poo in front of him.
not has bad as this guy. Talking on a phone, whilst texting on another phone, whilst driving an insured car at 70mph and steering with his knees!

I think his hobby is 'bus stop sign spotting' and he's simply noting down the sign number. 🙂
