i'm guessing here but i think they are pointing out that there is a driver reading, what looks like, a kindle or map whilst about the go past a cyclist.

I'm not sure what i'm learning from this image

I think he's never encountered a cylist before so he's reached over to the glovebox and removed his printed copy of the Highway Code in order to ascertain the safest way to overtake.

not has bad as this guy. Talking on a phone, whilst texting on another phone, whilst driving an insured car at 70mph and steering with his knees!
