Carbon forks from my fatty. There is a dip in the carbon and is a different colour at the bottom of the dip to the top.

Only noticed as I've fitted suspension and just assumed it was a paint chip.

Obviously not.

If they were mine, I wouldn't worry too much as it's not a particularly highly stressed part of the fork, but keep an eye on it, look carefully for any cracks or other signs of degradation (e.g. the alloy inserts for brakes and dropouts debonding from the CF.). Of course they're not mine so I'll leave it up to you whether you take the risk. Dentistry is expensive.

Struggling to understand how the area just above the dropout and right in front of the disc mount is not highly stressed.

Less stressed as less leverage compared to something at the top of the fork.

I’d ride it

Really? FEA shows that area at the foot and the crown both see high stresses whereas they're less in the centre. It'll be worse on the disc side obviously.

Not to say that particular chip is anything to worry about, but damage in that area certainly could be.
