These welds were uncovered when stripping a Boardman frame. What is the pale non-silver stuff?

yup filler.

They smooth the welds with filler to give you that nice smooth look. Otherwise you would just get blunt tube transitions with weld beads.

Pretty sure whoever did the downtube frame on my 224 was pissed, so maybe some filler on the top of his hipflask would have helped 😉

I believe it's called Bondo. Marin went through a phase of using it to smooth welds too.
