Any Turbo guys here?
I've not used one before but would like one for use 1-2 times per week only.
Must be quite quiet, easy to use and functional (i.e. doesn't need all bells & whistles but not basic basic).
Budget £100-£150?
Realistic?
Any advice on what to look for?

However the Fluid turbos are a lot quieter than the magnetic ones

Not really.
I've not used a fluid one but I don't think my mag one is that noisy. Certainly a lot quieter than the big fan I have to run to keep cool. Things like a thick rubber mat to put the turbo on and a turbo specific tyre can all help cut the noise down.
The only thing I got complaints about from mrs blobby was the volume I had the TV on to be able to hear dialogue clearly over the turbo and the fan. That was sorted with some bluetooth headphones.
I've just gone from a Cyclops Mag to a Cyclops Fluid II and the difference in noise levels is massive. Like's been said "noisy" is relative, but the Fluid is a LOT quieter. Closer to £200 though.

It's pretty quiet seems basic but good. Wife uses it more than me

Yep fluid is quieter. Mine is silent as I have found it so utterly tedious I will find any excuse to find another form of exercise and not use it.
And with reference to the last few comments, I'd buy secondhand to prevent wasting half your money in the first place.

I've got the TACX blue motion one, it's quiet but by no means silent, however I'm forced to use it on an upstairs wooden floor which doesn't help. However I don't really need to up the radio volume that much to make it audible. I'd imagine that on the supplied mat and on a concrete floor it'd be fine.
Mine sits on a 15mm yoga May that I got for a tenner off eBay. World of difference.
