Is it possible to knock the star flanged nut down the steerer and re-use it at a different height?

you mean further down, cut the steerer and rescrew onto it? yeah no probs, just make sure it goes down straight
mind you, a fresh one won't be expensive....

unless your steerer tapers it's internal dimensions, yes
it's also possible to bugger this up and get the thing off-square, but quite hard to do really badly (that said, I use head-doctors)
(are you shortening the steerer or something else ?)
