Have a pipe cutter but rounds off the pipe when used on thinner pipe.

Vice, hacksaw, aluminium headset spacer, take 2 minutes max.

Measure twice cut once.

measure 3 times

then run some masking tape around the tube to act as a guide and cut with a hacksaw and de-burr with a file.

Mate of mine cut my length the other day using just some ring spacers for a guide. He did a marvellous job.

no question, buy a steerer cutting guide. i used every bodge on the www for years until finally buying the park tool one and it makes life so much easier its ridiculous. love that tool!

I've always used a standard pipe cutter, and whatever you do, don't cut it too small - you can always run a couple of spacers above the stem.

A jubilee clip around the steerer will also make for a cheapo guide.

This...none to scientific, but it works well enough.
