You'll be fine,
unless your turning into a long travel xc mincing bike like most people seem to use them for.
You're going to be close to the upper limit. Best thing might be to find someone in your area with an 18" and ask them for a test ride. You'll definitely need a long seat post.
Have you considered the new Reynolds 725 Prince Albert in size 19" as an alternative?
My brother is 6'4" and rides the old long Alpine, it fits fine...
I'm 6'4 and like mike said it was only just to small. I know have a 19 inch pa and much much prefer it
however I do like long frames, my nicolai is over 24 inch tt

For this type of bke the seat tube length means little. As long as he can get a post long enough for full leg extension it doesn't matter. TT length is where its at - I'm 6'3, anything much less than 24" TT is usually too small
