My new wheels have arrived and they are 24mm. Compared to my current 21 mm rims they look huge.
Before I make the new ones mucky will my 38 tyres be ok on them?
Internally or externally?
I run 35-38mm tyres (the etro and marketing numbers disagree) on crests which are 21mm internally and 24mm externally. They look and handle fine.

I'd say that's probably about perfect.
I'm running 28's on the road bike on 23.5 internal, its perfect. You will be fine.
I've got 38s on 25 internal here, all good.

I always find the manual below from DT Swiss a good place to start with questions like this, gives a more details picture than most places for tire/rim fit data.
Times the internal width by around 2.1-2.2 to get the ideal tyre width
I've got 38mm tyres on 19c rims, works fine. It's only very recently that rims have been consistently wider than 21c and no one worried before
Fit perfectly and went up first time ,valve in and a track pump.
