5'10" with 33" leg on 18" - if I were you I'd go 16".

I have 30" leg and 5'8".
Ride a 16" scandal and on limit of seatpost. Reach is perfect though.

I tried 70mm on mine but much prefer 90mm - not sure why - more weight on front wheel?
