It also depends on how tall you are and how you Like to ride.
On most XL hardtails the stack is way too low.
Pine Mtn 2 29er? Made for a frame bag or fix anything you ever wanted to it!

To be honest if it's a hardtail then literally anything can go bike packing, just get a custom frame bag made up to fill the triangle. The rest of your bags are off the shelf anyway
Genesis tarn was very good bike packing. I ran it 640b plus but 29 fits no problem.
Budget option could be the Calibre Line 29. I bought one as a cheapy temp bike while my kids are small (not got time to do much more than the odd short ride and didn’t want to have a high cost bike sat doing nothing) and am impressed with how it rides both up and especially down.

Stanton Sherpa and Sonder Signal ST should be soon and Big Dog is now. Think Big Dog is poorly named as it's anything but flubbery. Very happy with mine.
The Pace hardtails come with rack mounts

There is something really appealing about a Zealous, particularly at the price:

Zealous is just too stiff, thinking something a bit more forgiving currently have a nukeproof scout great bike but just a bit harsh on the ol hoop, do fancy going back to steel or something a bit more forgiving
The britango is nice do like the pace and cotic are really catching my eye but still undecided
Budget around 500/600 for frame
Something that can through about a bit and ride the steeps and fine for a distance I know it's a high demand
Sorry I messed up, don’t think the Pine Mtn 2 is available as a frame. Review I saw mentioned it being super-supple but hefty (35lb stock build! no idea on frame weight)
What about Nordest Britango? If you can deal with 27.2 seatpost options it seems to tick boxes
