Does anybody know if Shimano make a 28 hole MTB hub? If they do I am struggling to find one!
Failing that, any recommendations for a mid price option? Novatec, Superstar et Al all seem to offer 32 hole only.

Yes they do. At the very least their current SLX and XT hubs are available in 28 hole as I’ve used them for some recent budget builds (which have turned out much nicer than expected).
