can anyone advise me if there is such a Hardtail frame which is suitable for
26" wheels with a 142 x 12 rear

Sure there'll be some more mainstream brands as well.
Salsa Ala Carte (with alternator dropouts) can be converted if you can find one.

NS Eccentric on Chainreaction... Just ordered one, but havent got it yet
Eccentric is 650b tho.
Had the same dilemma OP when looking for a ti 26...couldn't find one. Seems 142x12 HTs are 650b only apart from the TransAm which is pretty hefty 🙁
NS say its fine for 26"... I will soon find out
