I did teach lots and lots of people to ride a bike when I was working in Manchester 🙂
It would appear funding is not available for adult training where I currently live and work 🙁

Given that 1 in 5 bicycles are stolen then I'd imagine quite a few people haven't been asked

Pretty meaningless statistic - about 6% of the population are under 5 and 12% under 9. Cant expect all of those to be able to ride, thats a good chunk for starters.

And 80% of the sampled group are a funny orange colour/trews too tight or both?

37% of statistics are damn lies

Why? Surely it's up to the individual?

Why not give it a positive spin? About 85% of Brits have ridden a bike.

I worked with an actress who didn't know how to ride a bike, play a violin and had never played scrabble. Was a bit of a surprise given that the script called for her to do all three.

Not if you're a young child. They would have to rely on their parents teaching them to ride, as with most activities.
Given that we are a nation of winners when it comes to cycling, I thought it was sad.

but she's an actress - she only has to pretend to do all three.

also a sizable proportion of the population are disabled

Boy I work with can't swim or ride a bike. I gave him a shot of my bike once, was hilarious!

I actually reckon its a form of child abuse!
