Wtd: external dropper and non-boost HT2 cranks

I am downsizing the wife’s old bike for our eldest, who Keeps On Growing. I need:

External routed dropper. 100mm drop or less. Size 30.9 or smaller. 

Shimano HT2 (or compatible) cranks, non-boost. 165mm length or shorter. Chain ring not required, but would be used with 1x10sp drive train.
