Topeak or SKS would be my guess. They both make something like that.

nah, the SKS and Topeak ones mount to the fork crown, not the brace.

It would only work in the dry or on the road though. Which I would have thought would limit the market.

looks too tidy to be bodged. And yes, a tight fit on fat tyres, but sensible sizes would have adequate clearance. And with the tyre closer to the 'guard, the 'guard doesn't need to be as big to catch the flying muck, so looks more svelte.
