An off road brompton or similar 20" folding bike?.
Forks for kids bikes. Scott have them on some of their kiddy bikes

why the massive steerer then?
I guess the steerer (and probably crown) will just be an off the shelf component, so cut to the same massive length steerers always are. Just looks even more massive than usual because of the miniature forks.
Recumbent? My 20" wheeled airnimal rhino had normal 26" Rock Shox Darts.
Agreed - fair number of recumbents use this sort of thing and some have decidedly odd head tubes. (Surprisingly, seeing as recumbents are so normal in every other way. Have recumbents gone 650B yet?)
