I'm looking for a pannier rack for the bike (On One 456) that will be suitable to fit around the rotors (165mm). Is there one out on the market?

I also have a Hamax child seat that I use every now and again, so it would also be good if the rack could remain in place when I fit the child seat on the bike.

2nd recomendation for the topeak one, I've got the non disk one, very sturdy bit of kit. Only downside is the nuts'n'bolts are mild steel and rust quickly over the winter. Just think of it as a natural form of threadlock.
