I'd measure it but I'm at work.

I usually make that mistake but as the metal is probably 2 mm thick each site so would have to be an outer diameter of 34.9mm 🙂 would have to mean that the seat tube is about 0.5 mm in thickness otherwise 😉

Incredibly unlikely, much more likely to be 34.9 or bigger.

    What frame?

    Depends on frame material.

36.9 on Specialized Stumpjumper Carbon HT – I don't think you can just guess. What bike is it?

2009 Marin Wolf Ridge. I did think 0.5mm was a bit thin but then I thought 2mm sounded too thick.

Indeed, and with so few frames having a 0.45mm wall thickness, it's very unlikely to be 31.8.

If it's an alu Spesh it's definitely 34.9, if it's a Giant I'm pretty sure it's 34.9, if it's carbon then it's likely to be bigger, and a custom size.

Edit: it's only a wall thickness of 1mm, not 2mm.

I'm an idiot. The front mech is 34.9 and I'm pretty sure the seat tube isn't tapered.
