I usually make that mistake but as the metal is probably 2 mm thick each site so would have to be an outer diameter of 34.9mm
would have to mean that the seat tube is about 0.5 mm in thickness otherwise

Incredibly unlikely, much more likely to be 34.9 or bigger.
What frame?

2009 Marin Wolf Ridge. I did think 0.5mm was a bit thin but then I thought 2mm sounded too thick.

Depends on frame material.
Indeed, and with so few frames having a 0.45mm wall thickness, it's very unlikely to be 31.8.
If it's an alu Spesh it's definitely 34.9, if it's a Giant I'm pretty sure it's 34.9, if it's carbon then it's likely to be bigger, and a custom size.
Edit: it's only a wall thickness of 1mm, not 2mm.

I'm an idiot. The front mech is 34.9 and I'm pretty sure the seat tube isn't tapered.

on the 2009 mount vision it's a 34.9 so your wool fridge should be aswell
