15mm QR - Details, drawings or dimensions?

I'm mulling over an idea to have a chinese rigid Ti fork made with a 15mm QR or even bolt in axle.

Does anyone know where I could find details of the 'standard' so I can make sure the fork is built to spec?

I think Shimano released it as an open standard so others would use it...have you tried the Shimano site?

I know a guy who had a ti fork made but found it far too flexy

I'd stop about there ... and go custom steel instead.
