I’m not sure how much research you have done on this yet, but here goes my five penneth worth.
You should contact his training provider to let them know what’s happened – they won’t be to happy as if he withdraws from / has to leave the programme it impacts on their performance which could also impact on them getting future contracts. In a nutshell an employer cannot make an apprentice redundant because he cannot pay them:

Secondly find out who is funding the contract, whilst his apprenticeship is with ABC Training, they may well be sub-contracting the funding from a college or other training provider. You can ask the funder to allow him to continue his training at the College / Training Centre – this may be unpaid – ultimately he is the responsibility of the funder. The funder / training provider should be looking to find a new employer for your son
Thirdly, I think that has already been pointed our apprentices have enhanced employment rights, what does his contract of employment / apprenticeship contract say

I’ve read some more of your post if your son feels that he is being bullied or victimised by a foreman / charge hand he again should report this to the Training Provider- your sons age is immaterial as the provider should be safeguarding your sons welfare. The provider has to safeguard all funded learners (who are receiving government funded training) – this is a very serious point, learners have to feel safe whilst they are learning, OFSTED grade providers on this
