It should be obvious but the looser the tyre the harder it will be to seat. You have two choices: if you are determined to use that tyre then build up the rim with a few layers of gaffer tape then electrical tape until it is a tighter fit or ditch that tyre and use one that is a tighter fit.
on compressors I have one of the aldi ones that has a 2.5HP and 25 litre tank it comes with lots off accessories for about £70

if its not causing a problem with tyres rubbing then it doesn't really matter, I have been running a wheel like that for the past year with no probs.

I'm a similar weight and the first wheelset I built were with stans olympics, they have been plenty strong enough, I prefer alloy nipples as they look much nicer imo and once a wheel is built you don't generally have to touch it again.

soul kozak on stans with dt revs lightest you can get without going carbon, my front disk is 578 grams, rear when built will be about 712grams seem to be pretty strong as they are self built and I'm about 14 stone and ride all mountain

He has a usb adsl modem which works fine but 2 different adsl wireless router/gateways that won't work, we can see the router admin page and the box appears to be connected to the internet from the status lights but still can't bring up a webpage using a wired connection

I paraglide on a regular basis and have done for the last 4 years. Yes it is weather dependent but you still get plenty of flying days per year. its doesn't have to be expensive in fact all my equipment paraglider harness, reserve parachute, vario and helmet cost me £600 second hand. Before you can fly alone you need what is called club pilot this takes around 9 days and costs around £800-£900.
It can be frustrating when you are learning but well worth it when you start thermic flying and start going xc- British record is 200km and world record 502km.
I know a good school in the peaks let me know if you want the details
