I use gorilla – and use a second strip over valve hole – Burn a hole through tape rather than cutting through with blade – this way one can get a perfect seal – as soon as tyre is up with sealant – leave wheel with valve at 6 o’clock – do this as well as leaving alternating side to side – don’t rush things ..

To make hole in rim tape I’ve had better results melting the hole rather than cutting – just heat up with a lighter a screwdriver or something of comparable diameter to valve and burn through rim tape ..

I find it really difficult to get a snug but non restrictive fit – probably not the coolest thing but sweat shorts work great for me – trouble being that it’s difficult to find fully synthetic ..
