Sounds like the fan belt, alternator belt or aux drive belt (however you call it) may have snapped meaning the alternator is not charging the battery and not powering the power steering properly. It is also likely the water pump is not working and your car may be in danger of overheating.
Look in the engine bay and see if it is still on the pulleys.
any decent parent will get upset seeing their own flesh and blood in pain but in this instance kids will be kids and bop one another every now and then, just got to grin and bear it, i would inform staff your child took a hit but politely explain you know that this stuff goes on, and just politely ask them to keep an eye on it. if the kid has previous especially, they will see your point.

There is no fuse missing in the slot you mention, the fact that the fuse keeps falling out means that no fuse is supposed to be there as there is no fitting for it.
If you have already checked the bulbs and all the fuses are intact the next thing to check is the relay that operates dip beams. Use the car manual to locate this (these look like small black plastic boxes and are located next to fuses)then swap the one that operates the dip with another (they need to be the same relay to interchange).
