Scaffolder here, our jobs are generally 10ft lift heights so we always have over trades using the folding towers (with 4/5ft platforms). Its not an actual rule but I’d ask for a 3rd and 4th Handrail to be put in to stop you going over the edge, we always put a 3rd in on the top lifts for scenarios like this

But yes a scaffold built by a competent person will easily take the weight
